Arrest made after crash knocks out power in Westbrook

WESTBROOK (WGME) -- Police have made an arrest in a crash that knocked out power to thousands Wednesday night.

The accident was on Cumberland Street in Westbrook.

Police say the driver went off the road and crashed into a utility pole, knocking out power to about 3,000 people in the city.

Police say the driver and the passenger were both overdosed while driving.

Westbrook police and EMS responded and gave both men Narcan.

Officials believe the men overdosed on some type of opioid.

Both men were taken by ambulance to the hospital.

The passenger, 30-year-old Joseph Cleaves was treated and released and then arrested. He was charged with violation of probation.

The driver's name has not been released since he is still in the hospital.

At this point he hasn't been charged with anything.
