The sites are not connected to the USPS.

According to Ohio Attorney General Mike DeWine:

Change-My-Address.com and Change-of-Address.us have agreed to:
  •     Provide up to $3 million in refunds to be disbursed among all affected consumers nationwide
  •     Disclose the actual full change of address service charge
  •     Disclose that they are not affiliated with the USPS
  •     Pay attorney costs and fees

"It is not illegal for them to charge these additional fees but people need to be aware they don't need to pay them if people go directly to the postal service website," US Postal Inspector Frank Schissler said.

You can change your address for free at the post office or you can pay a dollar to do it online through the postal service.Address change websites to refund millions
